Conduct remediation training

The evidenced route
back to duty
for suspended officers

When an officer is restricted or suspended, your force continues to pay full salary while operational capacity drains away. Revest is the structured, AI-driven conduct remediation course that gives Professional Standards Departments the recorded intervention they need to support a return to duty - with a defensible Competency and Insight Report attached to every completion.

Casey Review finding: PSD processes systemically inadequate, reform urgently required
The problem

Suspension should not be a dead end

For most forces, the management of restricted and suspended officers follows the same pattern: pay continues, operational capacity is lost, and the time between complaint and resolution extends to months or years. There is no standard intervention in between.

"The Met's culture and the systems that enable it need to change. The processes for dealing with misconduct and the systems around vetting and workforce standards have been inadequate."

Baroness Louise Casey of Stockwell DBE CB, An Independent Review into the Standards of Behaviour and Internal Culture of the Metropolitan Police Service, March 2023

No structured remediation pathway

Officers progress from allegation to outcome with nothing structured in between. There is no national equivalent of the speed awareness course - no evidenced way to demonstrate insight, no formal route to early return.

Full salary continues throughout

A suspended officer costs their force £30,000 to £60,000 per year in salary continuation alone - before the cost of the investigation, legal representation, or tribunal. With investigations averaging 12 to 18 months, the cumulative financial pressure is significant and sustained.

Operational capacity lost

Every restricted or suspended officer represents a gap in your complement. Investigating officers who cannot investigate. Custody staff who cannot be deployed. The operational impact compounds as cases take longer to resolve.

HMICFRS scrutiny of PSD processes

HMICFRS has repeatedly raised concerns about how forces manage officers under investigation. Inspection teams look for evidence that PSDs have a managed, structured approach - not simply that cases are eventually resolved. The absence of documented intervention is itself a finding.

What Revest is

The speed awareness course for conduct remediation

Revest is an AI-driven conduct remediation course for officers on restricted or suspended duty. It is not a disciplinary tool. It does not prejudge the outcome of any ongoing investigation. It is a structured programme of engagement with the standards and decision-making frameworks that underpin professional police conduct.

The analogy

A driver who receives a fixed penalty for speeding has two options: pay the fine, or complete a speed awareness course. The course is rehabilitative - it does not admit guilt, but it demonstrates structured engagement with the behaviour that led to the penalty. Courts and licensing authorities recognise the difference. Revest applies the same logic to conduct: it gives a PSD the evidence that an officer has engaged meaningfully with the standards they are alleged to have breached.

  • Rehabilitative, not punitive - Revest takes no position on guilt or outcome
  • Completed remotely - no travel, no room bookings, no disruption to the investigation timeline
  • Designed with serving PSD professionals - not off-the-shelf compliance training
  • Mapped to the College of Policing Code of Ethics and National Decision Model
  • Every session produces a Competency and Insight Report for PSD records
  • Does not replace the conduct process - it strengthens the evidence for any outcome

PSD assigns the module

The Professional Standards Department assigns Revest to the officer via a secure link. The assignment is logged in Revest's case management system with a timestamp, the officer's name, and the relevant conduct category.

Officer completes the course

The officer works through four scenario-based modules using voice interaction with a realistic AI avatar. Each scenario places them in a high-pressure situation drawn from the conduct category they are subject to. They are assessed on decision-making, verbal tactics, and post-incident rationale.

Competency and Insight Report generated

On completion, Revest produces a structured Competency and Insight Report covering the officer's performance across all four scenarios. The report is written in plain language, cites the relevant Code of Ethics and NDM dimensions, and includes a recommendation from the AI assessment engine.

PSD receives the evidence

The completed report goes directly to the PSD case record. It does not contain a pass or fail determination - it contains evidence of engagement, structured self-reflection, and competency performance. The OCC commander, PSD head, and force solicitor all receive a copy.

The course

Four scenarios. Four conduct dimensions.

Each scenario is mapped to a dimension of the College of Policing Code of Ethics and to the National Decision Model. The AI subject adjusts its behaviour in response to the officer's choices - rewarding good decision-making, escalating in response to poor verbal tactics.

Code of Ethics - Use of Force / Respect

The Pressure Cooker

Scenario 1 - De-escalation under pressure

A highly provocative, non-compliant subject in a public space. A hostile crowd gathering. Personal, offensive insults directed at the officer. The AI subject's aggression tracks the officer's verbal choices - escalating when the officer becomes combative, de-escalating when they deploy tactical communication. Officers are assessed on verbal tactics, proportionality, and post-incident NDM rationale.

Tactical communication Proportionality NDM rationale Emotional regulation
Code of Ethics - Authority, Respect and Courtesy

The Digital Footprint

Scenario 2 - Procedural justice under challenge

A stop and search on a young person who directly challenges the legal grounds. The officer is end-of-shift and fatigued. The AI avatar tests whether the officer explains the grounds thoroughly, maintains professional tone under sustained pushback, and demonstrates procedural justice - or cuts corners and becomes dismissive. GOWISELY compliance is assessed throughout.

Procedural justice GOWISELY Professional tone Bias awareness
Code of Ethics - Honesty / Challenging colleagues

The Blue Wall

Scenario 3 - Moral courage and internal standards

An AI colleague makes a discriminatory or derogatory remark about a member of the public. The officer must decide how to respond. Ignoring or laughing it off - the path of least resistance - registers as a failure to uphold standards. Over-aggressive challenge creates internal conflict unnecessarily. The scenario measures moral courage, constructive feedback, and professional detachment.

Moral courage Upholding standards Constructive challenge
Code of Ethics - Honesty, Integrity and Accuracy

The Custody Handover

Scenario 4 - Candour and accuracy under scrutiny

Following a chaotic arrest, the officer is logging details and handing over to an AI custody sergeant who asks pointed questions about the timeline, the grounds for arrest, and the necessity of the action taken. A minor omission occurred during the arrest. The AI sergeant probes specifically. The scenario tests candour, PACE compliance, and whether the officer prioritises accuracy over administrative convenience.

The Competency and Insight Report

Every Revest completion generates a Competency and Insight Report - a structured, plain-language document that records the officer's performance across all four scenarios, mapped to the College of Policing Code of Ethics dimensions and the National Decision Model.

The report is not a pass or fail. It is not a disciplinary finding. It is evidence - the kind that a PSD head, an OCC commander, a force solicitor, and an HMICFRS inspector can all read and understand, without interpretation.

Professional Standards Department

Primary recipient. Holds the report on the officer's case file. Forms part of the evidence considered when making a return-to-duty recommendation to the OCC commander.

OCC Commander

Uses the report to evidence that structured intervention was in place before any return-to-duty decision. The report supports the commander's case to the complainant and to the force leadership.

Force legal team

The report provides documentary evidence that the force took reasonable steps to structure and evidence the officer's conduct remediation. Relevant to any tribunal or employment proceedings.

The officer

Receives their own copy of the report. It is written for the officer, not about them. It describes specific moments in the course, recognises strengths, and frames development areas constructively.

Demonstrated strong de-escalation language in Scenario 1; switched from directive commands to open questions after subject escalated - a measurable improvement point (turn 4 to turn 7)
GOWISELY delivered accurately and in full during Scenario 2 under sustained pushback without deviation from procedure
Scenario 4: initial response to the custody sergeant's timeline question was evasive. Corrected at turn 3, but the delay was noted and assessed against the candour dimension
Assessment engine recommendation: Officer demonstrated meaningful engagement with de-escalation and procedural justice dimensions. The honesty and integrity score reflects a specific moment in Scenario 4 and warrants structured follow-up conversation with the line manager focused on candour under scrutiny. Overall completion demonstrates active, substantive engagement with all four Code of Ethics dimensions assessed.
Frameworks

Built on the standards you are already accountable to

Every Revest scenario, assessment rubric, and report dimension is mapped to frameworks that the College of Policing, HMICFRS, and the courts already recognise. There is no proprietary scoring system you have to explain to an inspector or a judge.

CoP
Code of Ethics

The College of Policing Code of Ethics defines the principles and standards of professional behaviour for policing in England and Wales. All Revest scenarios are mapped to specific Code dimensions.

  • Honesty and integrity
  • Authority, respect and courtesy
  • Equality and diversity
  • Use of force
  • Orders and instructions
  • Duties and responsibilities
  • Challenging and reporting improper behaviour
  • Fitness for work
  • Confidentiality
NDM
National Decision Model

The National Decision Model is the framework used by UK police to structure decision-making in all operational situations. Revest assesses officers' NDM reasoning in each scenario, including post-incident rationale.

  • Mission and values
  • Information and intelligence
  • Threat, harm, risk and context
  • Powers, policies and procedures
  • Options and contingencies
  • Action and review
PEACE
Investigative Interview Framework

The PEACE model governs investigative interviewing across UK policing. The Custody Handover scenario and the conduct interview dimensions of Revest apply PEACE-aligned assessment on verbal structure, account elicitation, and factual accuracy.

  • Preparation and planning
  • Engage and explain
  • Account, clarify and challenge
  • Closure
  • Evaluation
For the officer

Revest takes the officer's situation seriously

Being placed on restricted or suspended duty is one of the most disorienting experiences in a police officer's career. Revest is not a punishment and it is not a test of guilt. It is a structured, private space to engage with professional standards - without a supervisor in the room, without a union rep required, without a performance review attached to the outcome.

Completed privately

The course is completed by the officer in their own time, at home, on any device with a webcam. No colleagues present, no observer, no assessment pressure beyond the scenario itself.

At a moment of choice

The officer is asked to make real decisions - not tick boxes. The scenarios surface the moments where professional conduct is tested, and give the officer the chance to see their own choices clearly.

A route forward

Completion of Revest does not guarantee a return to duty. But it gives the officer something the current process does not: a formal record that they engaged, that they reflected, and that they can demonstrate their understanding of professional standards.

For Professional Standards

The questions you will be asked

When the hard questions arrive - from HMICFRS, from the PCC, from your force solicitor - Revest gives you something concrete to point to.

HMICFRS inspection

"How did you manage this officer during the period of restriction?"

The Revest assignment record, completion timestamp, and Competency and Insight Report constitute documented, structured management of the officer during restriction. The absence of structured intervention is itself an inspection finding. Revest gives you the record to show.

Force legal team and tribunals

"What steps did the force take to remediate before the return-to-duty decision?"

The Competency and Insight Report is a formal document, generated by an AI assessment engine mapped to recognised CoP frameworks. It is not anecdotal. It is dated, timestamped, and specific. In any employment or tribunal proceeding, it demonstrates that the force took proportionate, structured steps.

Police and Crime Commissioner

"What has changed since the Casey Review?"

Revest is a direct response to the finding that conduct management processes in UK policing lack structure, evidence, and demonstrable rehabilitative intent. It shows your force is not waiting for the next inspection to find the gap.

See Revest demonstrated

We run live demonstrations for Professional Standards leads and force L&D teams. The demonstration covers the full officer journey - from assignment through all four scenarios to the Competency and Insight Report - with a discussion of how Revest fits your force's specific conduct management process.
